Artificial inflation of time investment. Obviously, since some guilds have their sigils already through "clever" use of game mechanics and poopsocking pre-buff hardmodes, they want to make algalon even artificially "harder." With the compound 1 hour lockout timer, and buffed damage, Blizzard is making sure he stays up for a while longer than they predicted the hard mode watchers would.

Unless, of course, its just a huge cockblock so no one can kill it.
